Reassigned Number Database (RND)

Definition

An FCC-designated database that shows whether a phone number has been disconnected and reassigned to a new subscriber since a given date. It matters most for aged leads: numbers change hands over the months a record sits, and calling a reassigned number reaches someone who never consented. Checking the database before a campaign provides a safe harbor against liability for a number the database reported as unchanged.
